DescriptionNATURE OF WORKThis classification involves planning, assigning, and directing professional accounting and financial reporting functions for the City’s enterprise funds.

An employee in this position prepares, maintains, analyzes, and presents financial records and statements for the assigned enterprise funds; develops and revises related accounting procedures and systems; contributes to accounting, analysis support, budgeting, and project accounting performance; works with auditors andinitiates needed corrective actions; creates direct paymentsto outside vendors; and develops reports.

This position may also supervise employees assisting in the various accounting, collection, and related activities and assists in planning and decision making.Examples of DutiesILLUSTRATIVE TASKS* Plans, reviews, and controls the accounting data for utility customer billing and collections; prepares financial reconciliations and journal entries including direct payments to vendors; and summarizes, reconciles, and analyzes revenues and cash positions for various enterprise funds including projects.* Calculates salaries/fringe allocations for projects.* Reviews and reports the accounting for projects and related fixed asset capitalization for the City’s enterprise funds (water, wastewater, gas).* Edits and schedules queries and reports to run at specific times; reviews fixed asset acquisition and disposal batches for updating the system; and prepares and runs fixed asset system depreciation calculation reports and updates.* Performs various accounting activities such as: recording and classifying accounting transactions; maintaining and reconciling journals; posting ledgers and other fiscal records; preparing and analyzingperiodic financial statements; and preparing various reports and schedules for revenue, expenditure, and budget calculations.* Organizes and maintains accounting system reference tables needed by the various enterprise funds such as: the chart of accounts; project controls; and the accounting interface tables for the utility system.* Develops and supervises the installation of new and revised accounting systems and procedures in order to improve efficiency in financial reporting while coordinating these efforts with other department officials.* Works with internal and external auditors during the examination of the department’s accounting records and the preparation of audit work papers; initiates corrective actions as the result of audit findings to improve financial operations, financial statement accuracy, and controls.* Supervises the preparation of a variety of complex financial statements; assists assigned employees with difficult or unusual problems.* Oversees the maintenance of the general ledger including the posting of journal entries for subsidiary ledger accounts and preparation of the balance sheet.* Assists in preparation of the budgets.* Coordinates accounting activities with other City departments; trains employees; and assists in making decisions on the development and implementation of new policies and procedures* Makes recommendations regarding hiring, disciplinary actions, and promotions of assigned employees; evaluates and rates employee performance.* Performs related work as required.RequirementsEDUCATION* Graduation from an accredited college or university with a Bachelor’s degree in Accounting.EXPERIENCE AND TRAINING* Three (3) years experience in accounting, financial reporting, and using computer reference tables as well as some experience in supervision.* Governmental accounting experience, financial reporting, including control of computer reference tables is preferred* Experience with Tyler/Munis ERP software in the areas of General Ledger, Project Management, Fixed Assets and limited experience with Utility Billing and Accounts Receivable.* Certified Public Accountant (CPA) preferred.PHYSICAL DEMANDSPhysical:* Light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to twenty (20) pounds.

Tasks require the ability to communicate orally and in writingSupplemental InformationKNOWLEDGE, SKILLS AND ABILITIES* Knowledge of professional accounting principles and practices, office management, and the development, installation, and maintenance of government accounting systems.* Knowledge of the sources of information, accounting techniques, and organization of information used in the preparation of fiscal reports, statements, schedules, and summaries.* Knowledge of procedures and techniques used in the preparation of detailed and complex accounting statements and documents.* Knowledge of bond accounting.* Knowledge of federal, state, and local laws, rules, and regulations relating to financial records of City departments and agencies funded by federal grants.* Knowledge of the general principles of public financial administration including budgetary processes and reporting requirements.* Knowledge of the financial and operating activities of the department or agency of assignment.* Knowledge of supervisory principles and practices.* Skill in using Office and department software.* Ability to analyze complex accounting and data collection systems.* Ability to initiate changes to improve controls or accuracy of resulting data entered into the centralized accounting systems.* Ability to prepare various accounting and operating reports for distribution to other departments or other governmental organizations.* Ability to design, develop, and supervise modifications to systems as needed to meet changes for operational or accounting requirements.* Ability to research government fund accounting and generally accepted accounting principles related to the City’s enterprise financial reporting requirements.* Ability to develop auditing procedural requirements and direct other City departments as needed for accurate financial reporting.* Ability to prepare and supervise preparation of complete and accurate accounting reports and statements.* Ability to understand and interpret complex government procedures and regulations related to accounting requirements applicable to the organization to which assigned.* Ability to communicate effectively, both verbally and in writing.* Ability to perform detailed work involving written and numerical data.* Ability to make arithmetic calculations rapidly and accurately.* Ability to supervise the work of assigned employees in a manner conducive to acceptable performance and high morale.* Ability to establish and maintain effective working relationships with other employees, supervisors, City officials, and the general public
