Boiler Plant Operator

Duties Help Duties Summary The Boiler Plant Operator, primarily works in the Boiler Plant, and is under the direct supervision of the Supervisor, and may also receive direction form the Chief-Facilities Management Service and other Service supervisors.

The Operator in charge of boiler plant operations and makes plant operational decisions while on tour, when necessary to maintain steam production, even in the absence of the Supervisor.

Learn more about this agency Responsibilities Operator is responsible for the safe, efficient, and continuous operations of three, high
– pressure fire tube boilers at all times.

Incumbent must take immediate actions with little to no available supervision, to protect property, equipment and systems from damage, and prevent the loss of human life due to failures that may result from excessive boiler pressures or furnace explosions at the medical center.

The incumbent is responsible for maintaining an accurate and complete log of conditions and events during his/her tour, and the turnover of items requiring further attention.

Regularly observes and documents information such as pressures, temperatures, levels, and detectors to identify signs of trouble.

Operator maintains and analyzes the boiler water treatment program to prolong its useful life and prevent the premature failure of the pressure containing boiler parts.

Operator must be familiar with Emergency Diesel Generator operations to ensure emergency power is supplied to the boiler plant in the event of a power outage.

Monitors make-up feedwater consumption and notifies the supervisor when there is an excessive use, indicating problems with the steam distribution or condensate return systems.

Operator tests, adjusts, maintains, and repairs boiler safety devices such as flame safeguard systems, pressure switches, pressure differential switches, limit switches, timers, water column safety devices, electric/electronic probes and sensors, steam safety valves, and automatic fuel valves for the purpose of preventing major pressure vessel failures, boiler explosions and to meet VA and industry codes and directives.

Operator makes decisions based on knowledge, experience and prior Supervisor direction regarding troubleshooting techniques, and modification and repair procedures.

Follows Supervisor direction while planning the processes, methods, procedures, parts, materials, test equipment and technical data to use in completing assignments assigned by the Supervisor.

Completed work is inspected by the Supervisor.

The incumbent uses tools such as manometers, multi
– meters, combustion analyzers, test gauges, infrared thermometers and dead-weight testers.

Performs major and minor repairs to equipment and operate in accordance with VA regulations and directives, ASME boiler and pressure vessel codes, ASHRAE standards, facility policies, local standard operating procedures and good engineering practice Operator ensures compliance with air pollution laws and regulations, specifically compliance with the facility’s air permit which regulates boiler plant emission levels.

Operators ensure compliance by monitoring the installed opacity monitors, oxygen monitors and visual interpretation of the boiler flame.

This is done multiple times a shift The Boiler Plant Operator monitors the motor vehicle fleet and promotes VA and local fleet policy.

The Boiler Plant Operator will assist in the removal of snow during the fall and winter season.

The Boiler Plant Operator may be assigned to other duties on a temporary basis as the workload and resources dictate.

Operator provides continuous remote monitoring of Erie VAMC site systems including, but not limited to, temperature and humidity, biomed, elevators, fire alarm and fire pump, emergency generators and is the off-tour point of contact for Facilities Management Service.

Performs other related duties as assigned.

VA boiler plant facilities operate on a 7-day, 3 -tour plan to provide continuous service and attention to the medical center.

Boiler Plant Operators work all three (3) shifts, seven days per week, may be assigned any of these shifts and is subject to call-in-on a 24 hour basis.

Physical Requirements/Working Conditions: The Operator generally works indoors in an adequately-lighted, ventilated space and occasionally works outside for short periods where they are subject to prevailing weather conditions.

Operator regularly works alone in a remote and restricted access area.

Operator regularly works in extreme temperature environment which can exceed 100 degrees, is regularly exposed to constant noise in excess of 85 dBA, soot, dirt, fumes, chemicals, fossil fuels, lubricants, moving machinery and parts; air, steam and liquids under high pressures and temperatures and solvents.

There is danger of boiler or furnace explosions, burns, broken bones, cuts and scalds, electrical shock, pressure vessel ruptures, slipping, tripping and falling.
